Communication problem was on the city’s side

You must be aware that Lee County has an interlocal agreement with Cape Coral for the countywide NPDES permit (National Pollution Discharge Elimination System). Under that agreement Lee County should have been notified immediately if there was to be any change to the storm water system, and I’ve been advised by good authority that the county was never notified except when staff picked up the announcement second hand. Faced with an impending deadline, the county commissioners took appropriate action.

The city’s record of keeping promises is extremely poor; e.g. the second lock at the south spreader promised years ago and still not built. Some healthy skepticism over the city’s promise to study the north spreader problem and then fix it is not out of order. The north spreader problem has been building for years and has not been addressed. Sad that six acres of mangroves are threatened. Sadder yet would be the discharge of 30 years of sediment and pollution into Matlacha Pass.
