Eight public hearings are on the agenda for the City Council’s regular meeting on Monday in Council Chambers.

Most are annual ordinance or resolution proceedings with the most notable ordinance hearing dealing with the city’s vehicles for hire (taxicabs) by repealing the city ordinance and adopting regulations of the state of Florida and Lee County. The result allows providers with an ability to service persons in the entire county, not just Cape Coral, with confidence and certainty about regulations, proponents say.

Lee County recently adopted its regulations ordinance following state policy. The city postponed adoption of the new ordinance last week after being asked to incorporate rate schedules in its regulations to prevent “gouging” of passengers at certain times of the day or night.

Among the resolutions to be heard is the finalization of the city’s solid waste service assessment against properties in the city for 2015-16. On July 20, council approved a resolution approving a not-to-exceed rate of $163.43 per residence. That represents no change in the rate in force for Fiscal Year 2015.

The rate for commercial and large scale multi-family entities also is expected to be approved along with the annual lot mowing assessment within the city’s four districts, the city’s stormwater user fee, and fire services assessment.

Commercial rate collection remains unchanged, but there is a 5 percent increase in the disposal rate per ton charged by Lee County, the the overall change in the rate is estimated to be between 1 and 2.3 percent. The cost of mowing vacant lots shows a slight decrease in all four districts. The highest rage is $28.02 in District 1 with the other three set at $20.80.

The stormwater user fee has been set at $80 for 2016 while the fire assessment is set at the not-to-exceed rate of $112.79 per Tier 1 parcel as approved on July 20. Tier 2, which is comprised of vacant property, is set at $2.32 per unit.
